President Donald Trump is rapidly losing favour among independent voters and has a low approval rating in general despite a strong economy, two new polls show, providing fresh warning signals for the president and the Republican Party ahead of the midterm elections.

Members of the tax-writing House Ways and Means Committee voted 21-15 along party lines to send the measure to the House floor for a full chamber vote expected by Oct 1.

House Republicans introduced legislation on September 10 that would lock in individual tax provisions contained in the Tax Cuts and Jobs Act that are set to expire in 2025.

The GOP's "tax reform 2.0" aims to make permanent the tax cuts for individuals that President Trump signed into law in December 2017, including the law's temporary reductions in individual filers' rates, a doubling of the Child Tax Credit, and cuts to the estate tax paid by a small fraction of the wealthiest families.

Despite reports surfacing last week that House Republicans were having second thoughts about pushing a second round of tax cuts this month, they must have said, "Screw it, let's do it anyway". It also includes making permanent the $10,000 annual cap for state and local tax deductions, which is unpopular in high-tax states like New York, New Jersey, and California. One would make tax rules governing retirement and education savings more flexible, while the other would provide bigger tax breaks to start-up companies. But their message has been undercut by worries about Trump's policy on trade tariffs and a lack of evidence that tax cuts have delivered promised pay increases to workers.

The cuts passed in December are projected to add an estimated $1.5 trillion over a decade to the federal deficit, the difference between Washington's spending and the taxes it collects.

In addition, the Republican plan would allow the popular, tax-free 529 college savings accounts to also be used to pay for apprenticeship fees and home schooling expenses, as well as to pay off student debt.
