Webb was arrested on charges of reckless driving, too fast for conditions and speeding - all misdemeanors, according to the arrest report. Webb had pleaded that she was late for work, Brown told her fellow Roswell Police Department officer in a traffic stop captured on Brown's body camera. The two officers determine they will arrest Webb if it lands on heads and release her if it lands on tails.

Officer Brown consulted Officer Kristee Wilson on what to do next, because she allegedly didn't have a radar.

A local news media investigative team uncovered the video and showed it to Webb who said she had "no idea" that was the method law enforcement used in deciding whether or not she'd get a speeding ticket or go to jail.

Brown then returns to her auto to consult with fellow officers about whether to arrest Sarah Webb or just give her a ticket. As a result, the cops are on administrative leave during an internal affairs investigation - and Webb's charges were dropped.

The woman they pulled over said she's dismayed by the officers' coin flip approach.

Although the incident took place back in April, Roswell police didn't put Brown and Wilson on administrative leave until 11Alive started asking questions two months later.

Former Los Angeles Police Sgt. Cheryl Dorsey told IE she thinks this isn't the cops' first time doing this "because they did it easily".

Brown responded that she didn't have speed detection.

"I just want to see the two officers, I want to see justice", she said.

"23", she says, an apparent reference to what the Atlanta Police Department described as a code for an arrest or citation.

But there are no indications they had similar conduct there, he said. She was handcuffed and placed in the back of the police cruiser crying. Prosecutors released the video to her on July 6, the station reported, and her case was dismissed Monday.

"These are people who are supposed to protect us, and instead are treating our freedom and our lives like games", she said.

Chief Grant said "after I became aware that this incident occurred, I immediately initiated an internal investigation".
