Breakthrough in US-China talks seen unlikely

Earlier on Tuesday, Ross said Trump was prepared to levy tariffs on China if the delegation did not reach a negotiated settlement to reduce trade imbalances.

A breakthrough deal to fundamentally change China's economic policies is viewed as highly unlikely, though a package of short-term Chinese measures could delay a USA tariff decision.

As long as the U.S. delegation is honest about maintaining the overall stability of China-U.S. economic and trade relations and an attitude of mutual respect, equal consultation and mutual benefits, the consultation will be constructive, Hua said.

(U.S. Edition) U.S. officials, including Treasury Secretary Steven Mnuchin, are heading to China to work through trade problems. He said in an open meeting in March that during his visit to Washington both sides agreed there can not be a full-out tariff war.

The first round of US$50 billion in threatened tariffs under USTR's "Section 301" intellectual property probe focused heavily on technology products benefiting from the 2025 program.

The U.S. tariffs could go into effect in June following the completion of a 60-day consultation period.

President Trump has threatened to hit Beijing with billions of dollars of tariffs in response to the findings of an investigation by the Office of the U.S. Trade Representative that alleges that China's trade policies treat the U.S. unfairly.

Spokesperson Hua Chunying made the remarks in response to a question regarding the upcoming China visit by a US delegation comprising of high-ranking trade and economic officials.

"We've got a very good chance at making a deal", said Trump last week.

"These laws, policies, practices, and actions may inhibit United States exports, deprive United States citizens of fair remuneration for their innovations, divert American jobs to workers in China, contribute to our trade deficit with China, and otherwise undermine American manufacturing, services, and innovation".

But the divergent USA trade delegation group is likely to have differing views on the merits of such an offer. Trump's trade and economic advisers Peter Navarro and Larry Kudlow will travel with Ross for the discussions, which will begin on Thursday.

Talks would not be accepted by China with preconditions on these or other matters, the official stated.

China and the United States are the world's top two economies.
