'A clear message:' Alberta proposes legislation to limit oil shipments

A new poll shows that Canadian support for Kinder Morgan's Trans Mountain pipeline is growing, but British Columbians are deeply divided over the project's benefits and risks.

VICTORIA-British Columbia's attorney general says Alberta's proposed fuel restriction law is a politically motivated "bluff" that will result in an immediate lawsuit from his province and likely lawsuits from oil companies.

"That might be the point at which we're going to have to be a lot more strategic around what products get shipped to what markets by what means", she said.

Indigenous leaders and local Vancouver-area politicians have also warned of increasing civil unrest as people from across Canada mount anti-pipeline protests.

"It's been approved and if it's not overturned, we believe we should use every inch of our jurisdiction to protect British Columbian jobs, our environment and the rights of First Nations".

Saskatchewan Premier Scott Moe said Tuesday his province will support Alberta in the fight over the Trans Mountain pipeline expansion by introducing its own legislation on oil exports.

Under Bill 12, she can decide if a company needs an export licence to send oil and gas outside Alberta's borders - and it's up to her whether or not she'll grant one.

Asked if B.C. would take the battle to the Supreme Court of Canada if it wasn't satisfied by the outcome in provincial court, Eby said the province would "cross that bridge when we come to it".

"That's something that we would look at very closely, and if not mirroring (Alberta's bill) being something similar".

He even went on to add that all the profits of Facebook are based on user info but users get nothing in return for it. Fowler noted - made waves last month when he took to Twitter, of all places, to declare: "It is time".

On Tuesday, the Saskatchewan government joined the fray, promising to also pass legislation allowing it to interrupt energy shipments to B.C.

For its part, the federal government has remained firm in its support of the Trans Mountain Expansion Project.

Another three quarters of B.C. residents said a tanker spilling oil into Burrard Inlet or the surrounding waters was their top concern.

Citing protests from B.C. residents and their government, Kinder Morgan halted all "non-essential" work on the project earlier this month.

Kinder Morgan has set May 31 as its deadline for deciding whether it will proceed with the Trans Mountain project. About 30 people staged a protest as Canadian Prime Minister Justin Trudeau is in the United Kingdom for the Commonwealth Heads of Government meeting.

The battle has pitted environmentalists, some B.C city mayors, some aboriginal groups and the B.C government against Kinder Morgan, some aboriginal groups, the Alberta government and recently the federal government.

"We don't want to be on an economic war footing forever in the future", Kenney said. Not just that, analysts speculate that it is also a loss for Alberta's oil & gas industry majors as they will be losing their key market for their refined and crude products.

Ervin said cutting off light oil supplies through Trans Mountain would hurt Alberta-based Parkland Fuels Corp., which bought the 55,000-barrel-per-day Burnaby refinery previous year and has enjoyed good margins thanks to its access to low-priced Alberta feedstock.
