The EU, deeply concerned at Turkey's approach to human rights since it brought in a state of emergency now in effect for more than 20 months since the attempted coup in July 2016, did not obtain any pledge from Turkey to free journalists it has jailed or improve other rights for its citizens, nor did it make significant headway over concerns about the Turkish military invention in Syria-but the meeting allowed for the first major talks with Turkish President Recep Tayyip Erdogan in nearly year, thus the commitment to continue talking can be taken as something of a breakthrough.

"It would be a grave mistake for Europe, which claims to be a global force, to push Turkey out of its expansion policy", Erdogan said during a joint news conference of the Turkey-EU summit in Bulgarian city of Varna.

During the summit, he met with President of the European Council Donald Tusk, head of the European Commission Jean-Claude Juncker, and Bulgarian Prime Minister Boyko Borissov.

Erdogan said on Monday that he hoped the Iraqi forces would carry out the operation in Sinjar properly, but vowed that, if the operations were deemed a failure, Turkey would do "what is necessary".

The PKK is listed as a terrorist organization by Turkey as well as the USA and the EU.

The summit was held amid an array of issues that have strained ties, including a dispute between Turkey and European Union member Cyprus over energy exploration in the Mediterranean.

"EU membership continues to be our strategic goal", Erdogan told reporters before departing for the summit.

The EU accounts for about half of Turkish exports.

Mr Tusk added: "While our relationship is going through hard times, in areas where we do cooperate, we cooperate well".

Erdogan has alarmed the West with a massive purge of hundreds of thousands of civil servants and political opponents since a failed coup in July 2016, including the arrest of dozens of independent journalists on trumped-up charges.

In contrast to Erdogan's brisk evening meeting with the European Union leadership, Putin - whose relations with the West have nosedived further following the poisoning of a former Russian spy in Britain - is expected to make a full two-day visit to Turkey next week.

After a series of bilateral and multilateral meetings that lasted more than six hours on Monday afternoon, the four men could barely hide their mixed feelings at the press conference.

Juncker also praised the success of Turkey-EU refugee agreement as it showed "visible results".

Juncker insisted that he was not in favour of stopping negotiations with Turkey but urged Ankara to improve relations with member states like Cyprus and Greece.

But, Hassan said, PKK fighters had actually already withdrawn late a year ago, after government forces regained control of Sinjar.

"Our operations against terrorism not only to contribute to the security of ourselves and the Syrians, but also to the security of Europe", he said.
