Militants would not allow civilians to flee Eastern Ghouta

Russian Federation - a key ally of the Syrian government - on Monday announced a "humanitarian pause" of a few hours a day in the bombardment of the rebel-held enclave near Damascus, but residents have rejected the offer of safe passage and aid convoys have not entered.

United Nations humanitarian chief Mark Lowcock asked council members: "When will your resolution be implemented?" UN Secretary General has requested both the warring sections to immediately suspend hostilities in Eastern Ghouta as residents were "living in a hell on earth".

More than 550 civilians, nearly a quarter of them children, have been killed since strikes escalated on February 18.

But the first day of a five-hour daily "pause" announced by Russian Federation was marred by fresh violence that saw at least two civilians killed by regime rocket fire. Critics say the air strikes are preventing humanitarian aid from being delivered to the affected areas.

USA representative Kelley Currie accused the regime of violating the ceasefire, while Russian ambassador Vassily Nebenzia blamed the rebels. "We hope that you don't co-operate with the terrorists", the presenter said, reading from the flier. These are one of the deadliest attacks in the long Syrian war between rebels and government forces.

"They are asking civilians to leave eastern Ghouta on the false premise that they can then attack anyone left in the area as much as they would like".

"This resolution is not primarily about the evacuation of civilians, but demands humanitarian access to civilians and medical evacuations", he stressed to the council, a message repeated by Britain, France and the Netherlands.

He stressed that "any enduring pause must be preceded by an agreement of all parties for de-escalation". Guterres demanded an immediate ceasefire in Eastern Ghouta.

"According to the information received, over the 24 hours, the number of appeals from residents of Eastern Ghouta to human rights activists has increased by several times, with requests to help and assist in their evacuation from the territory controlled by militants", spokesman for Russian center for Syrian reconciliation Maj.

The bombings occurred in the early hours of Thursday before the "humanitarian pause" beginning at 9 AM, but fighting continues especially in the Hosh al-Dawahira, Al-Marj e Al-Shiffuniyya areas between government forces and allied militias and the opposition group Jaish Al-Islam.

Representatives of Jaish al-Islam, Failaq al-Rahman and Ahrar al-Sham also agreed to expel, within 15 days of the truce going into effect, elements of banned groups Hay'at Tahrir al-Sham, the Nusra Front and al-Qaida who have taken refuge in eastern Ghouta.

Lavrov also accused the United States and its allies of "simply exploiting baseless allegations of toxic-weapons use by Damascus as a tool of anti-Syrian political engineering".
