As local and state officials braced for a storm that has broken records for its size and long-lasting strength, forecasters continued to warn of an impending turn by Hurricane Irma away from Cuba and toward Florida's west coast.

"I will tell you in no uncertain terms - and I am not going to sugarcoat it - this is going to be a hard storm", Buckhorn said at the news conference.

About 310,000 of Tampa Electric's 700,000 customers were estimated to have lost power in the wake of Irma, president and CEO Gordon Gillette told CNBC Monday.
