If all those households do lose power, then it could be the largest number of outages any utility company has ever had to grapple with, FPL spokesman Chris McGrath told reporters. In Broward, more than a third of FPL's customers - 360,750 out of 933,300 - were without power.

"This storm has the potential to eclipse Hurricane Andrew", Gould said.

Estimated restoration times are based on the amount of damage to the area, but the company says they release restoration estimates for all customers 24-hours after the storm makes landfall.

FPL plowed almost $3 billion into smart grid technologies and stronger infrastructure, which helped the state utility limit the damage from last year's Hurricane Matthew, but the wind gusts from Irma could prove more challenging, according to McGrath.

"We think this could be the most challenging restoration in the history of the USA", he said.

The inspectors will remain at the nuclear plant sites and the incident response center will remain staffed until the agency is assured that the storm no longer poses a risk to these facilities, the agency said.

FPL, the biggest power company in Florida, said on its website that more than 1,306,000 customers were without power.

The threat of the Category 4 storm, the second highest rung on the Saffir-Simpson Hurricane Wind Scale, is grave enough that FPL plans to shut its two nuclear power plants in the state, and officials warned that it may have to rebuild parts of its power system, which could take weeks.
