Harvey getting organized, expected to send flooding rains to Texas and Louisiana

After Harvey reformed into a tropical depression Wednesday morning, it was expected to be upgraded to a tropical storm Wednesday before heading toward Texas, according to a 10 a.m. update from the National Hurricane Center. Harvey is an elongated area of low pressure, or a trough.

The National Hurricane Center had said the storm could make landfall, affecting the cities of Corpus Christi, Tex., Houston and New Orleans, among others.

Harvey has already been a tropical storm once, but it weakened to a tropical wave this past weekend.

"We're most likely going to see a tropical storm form late tomorrow night", said Patrick Blood, a meteorologist with the Houston/Galveston branch of the National Weather Service. Some models indicate well over a foot of rain can fall in Mexico/ Texas/Louisiana that could result from this storm. This system is not a threat to the Big Bend and South Georgia in the near-term.

As of Tuesday afternoon, the remnants of Tropical Storm Harvey are producing heavy showers over Mexico's Yucatan Peninsula. Harvey could be a tropical storm or even a hurricane as it meanders toward the Texas coast. Therefore, tropical cyclone formation is not likely while this system moves northwestward at about 15 miles per hour. However, forecast models, such as the one below, are showing the potential for widespread areas of 6 inches of rainfall.

At 11 a.m. EDT on August 23, Harvey regenerated into a tropical depression in the Gulf of Mexico.

It's important to note that there will be a sharp dividing line between areas that receive heavy rain and areas that don't get inundated. "Environmental conditions could become a little more conducive for development by the weekend when the system begins to move northeastward over the western Atlantic", the NHC said.

Heavy, intense rain is also expected, with forecasters calling for 10 to 15 inches and isolated amounts of up to 20 inches over the middle and upper Texas coast and parts of Louisiana.

Harvey becomes less organized and described as "remnants" in the latest Air Force Reserve Hurricane Hunter aircraft investigation.
