For a guy who led the National Football League in rushing touchdowns previous year with 18, you'd think new Eagles running back LeGarrette Blount would be a little more excited about commissioner Roger Goodell announcing more lenient rules surrounding TD celebrations.

As for celebration penalties, which had earned the NFL the nickname "No Fun League", players will now be allowed to celebrate scouting plays with teammates, go to the ground during the celebration, and even use the ball as a prop.

The NFL will now allow plays that had recently been considered "excessive celebration", the kinds that came after touchdowns and often resulted in a flag and a stadium-wide groan.

The league will continue to penalize any celebration deemed offensive, including those that embarrass opponents or mimic the use of weapons.

In other rule changes, the National Football League has elected to shorten the length of overtime from 15 minutes to 10 minutes. Under the old rule, teams would trim rosters from 90 to 75 before the final preseason game, then 75 to 53 in the last cut down day.

Team will now cut their roster from 90 players to 53 days before the regular season. This new designation, will allow National Football League teams to pick through impending free agents, strengthening their roster prior to week one. The change will include all preseason, regular season and playoff games, although postseason contests can not end in ties. According to NFL Research, there have been 83 overtime games over the last five seasons, 22 of them lasting at least 10 minutes into overtime (the average time elapsed in overtime in the last five years is 7 minutes, 43 seconds).

Many coaches will be grateful to hear this news as it'll give them one more game to try out players at the bottom of the roster.

The league's Super Bowl hosting schedule also shifted, with Tampa, Fla., set to host the 2021 game.

These rule changes won't force any major strategic shifts, but they should improve the overall game experience for both players and fans.
