Congress Passes Stopgap Measure To Fund Government, Averting Shutdown

"This continuing resolution will continue to keep the government open and operating as normal for the next several days, in order to finalize legislation to fund the federal government for the rest of the fiscal year", House Appropriations Chairman Rodney Frelinghuysen (R., N.J.) said in a statement.

The House is expected to vote Friday on a one-week extension of government funding to give members more time to negotiate a longer-term funding bill and a health care measure. Even Senate Republicans have been largely sidelined, though their support will be crucial to putting a measure on Trump's desk.

Final agreement has yet to be reached on a $1 trillion package financing the government for this year.

Besides not finishing the $1 trillion measure, the House GOP abandoned hopes of giving Trump a victory on health care before his 100th day.

On Tuesday, Trump backed off his demand for immediate funding for a Southwest border wall, deciding to fight for money in the 2018 budget instead.

Even though Republicans control the House and Senate, they need support from at least a few Democrats to be certain that their funding bill will make it to Trump's desk.

And senior House Republicans and White House officials have nearly completely shut out doctors, hospitals, patient advocates and others who work in the health care system, industry officials say, despite pleas from many health care leaders to seek an alternative path that doesn't threaten protections for tens of millions of Americans.

The temporary spending bill will keep agency doors open for another week. But they voted for it, anyway, citing expectations that disagreements would be resolved.

"The legislation should pass today and it will carry us through next week so that a bipartisan agreement can be reached", Senate Majority Leader Mitch McConnell (R-KY) said at the opening of the Senate's session.

"Now we're making progress - we're not there yet", said Senate Minority Leader Chuck Schumer, D-N.Y.

Democrats continued to criticize their Republican counterparts on Friday, however, for including "poison pill" riders in the proposed omnibus language. Sen.

Congress has approved a stopgap measure to fund the government for one more week and prevented a shutdown of the federal government.

"As soon as we have the votes, we'll vote on it", he said after leaving a House GOP leadership meeting that lasted almost two hours. They could also be exempted from Obama's mandate that insurers cover a list of services like hospitalization and substance abuse treatment and from its prohibition against charging older customers more than triple their rates for younger ones.

Overall, the legislation would cut the Medicaid program for the poor, eliminate Obama's fines for people who don't buy insurance and provide generally skimpier subsidies.

Opposition among those who work in health care has only deepened amid the current GOP efforts to win over conservative lawmakers with the new amendment, with the American Medical Association and the American Hospital Association restating their rejection of the House legislation. Others were more cautious, and there was little overt indication of new support from party moderates.

"What we're seeing is that the famed negotiator can't deliver", House Democratic Caucus Chairman Joe Crowley of NY said at an event hosted by the liberal think tank Center for American Progress.

House Speaker Paul Ryan, R-Wis., wants to avoid an encore of last month's embarrassment. He abruptly canceled a vote on a health care overhaul at that time because of opposition from moderates and conservatives alike.

Outside of the Freedom Caucus, Republicans who had opposed the American Health Care Act grappled with the revised text. He noted that he had spoken earlier this year about a 200-day legislative plan because of the complexity of revamping the nation's health system, its tax code and border security.
