Ireland's Brexit concerns to be flagged in European Union document

The guidelines, which may be revised before the EU27 leaders endorse them at a summit on April 29, came two days after Prime Minister Theresa May triggered a two-year countdown to Britain's withdrawal in a letter to Tusk that included a request for a rapid start to negotiations on a post-Brexit free trade deal.

In formally notifying the EU this week of Britain's intention to leave, Prime Minister Theresa May upset European capitals with her warning that failure to clinch a deal on trade would weaken the fight against terrorism.

Tusk said: "Our duty is to minimise uncertainty and disruption caused by the UK's decision to withdraw from the European Union".

One of the first clashes in early negotiations was over the timing of talks: Britain wanted to discuss the terms of exit in parallel with a conversation on the shape of the future U.K. -EU economic and security relationship.

The UK government trusts that Brexit talks can be concluded within the two-year timeframe and once free trade arrangements have been agreed on Britain can remain as a strong partner for the European Union, the envoy said.

The EU's chief negotiator, France's Michel Barnier, is expected to get the green light to start talks with Britain on May 22, an EU official said. It's been nine months since Britain voted to leave the European Union, and while no major catastrophes have happened in anticipation of their imminent exit, it still seems highly unlikely transition efforts will go smoothly.

"It is clear both sides wish to approach these talks constructively, and as the Prime Minister said this week, wish to ensure a deep and special partnership between the United Kingdom and the European Union".

The United Kingdom held a referendum last June in which Britons voted by a 52-48 percent margin to leave the European Union, the first member state ever to do so. The EU's guidelines state that EU citizens now living in the United Kingdom and British citizens now living in the EU must keep on enjoying their current rights, and that such guarantees must be enforceable and non-discriminatory. The EU put emphasis on providing clarity to European citizens, businesses, stakeholders and global partners early in the negotiations.

Tusk's draft negotiating guidelines say that other 27 countries are ready for a transitional deal after Britain's exit in 2019.

"After more than 40 years of being united, we owe it to each other to do everything we can to make this divorce as smooth as possible", Tusk said.

"The European Council will monitor progress closely and determine when sufficient progress has been achieved to allow negotiations to proceed to the next phase on a future relationship".

"Only when the relevant questions are clarified can we subsequently - but hopefully soon - talk about our future relationship", the chancellor said in a speech in Berlin.
