Congress lets states block some Planned Parenthood money

While courts have not allowed states to withhold Medicaid money from Planned Parenthood, they've generally allowed states to redirect family planning dollars to other health providers.

Their votes were needed because two Republicans - Susan Collins of ME and Lisa Murkowski, who are each supporters of Planned Parenthood - voted against it. Republicans have a 52-48 majority and all Democrats voted no. To get the measure in position for final action, Pence broke a 50-50 tie on a procedural vote Thursday. Title X money comes from the government to fund "family planning services", but technically not abortion. Richard Blumenthal, D-CT, blasted Republicans for their "unmitigated desire to cut women's access to healthcare" and for leaving the Senate chamber because they ran out of floor time.

The rule had been finalized in December by the Department of Health and Human Services. The tapes documented discussions of reimbursement to cover Planned Parenthood's costs, which is legal.

Republicans argue that getting rid of the regulation gives states more flexibility and pushes back against Obama-era regulatory overreach.

The legislation would allow states to block funding that's earmarked for family planning, and Collins explained that's why she opposes it: "It's important to recognize that there is already a bar against using federal funds for abortion and that bar stays in effect".
