Congress lets states block some Planned Parenthood money

While courts have not allowed states to withhold Medicaid money from Planned Parenthood, they've generally allowed states to redirect family planning dollars to other health providers.

Their votes were needed because two Republicans - Susan Collins of ME and Lisa Murkowski, who are each supporters of Planned Parenthood - voted against it. Republicans have a 52-48 majority and all Democrats voted no. To get the measure in position for final action, Pence broke a 50-50 tie on a procedural vote Thursday. The first came February 7, when he cast the deciding vote to confirm Betsy DeVos as education secretary.

This rule came in response to over a dozen states which, in recent years, attempted to block any public money from going to abortion providers, including Title X federal family-planning money.

In a 51-50 vote, senators approved killing a rule meant to keep federal grants flowing to clinics that provide contraception and other services in states that want to block the funding. "If they want to fund the government and avoid a shutdown, they can do it easily", he said.

Republicans said the Obama rule should be overturned to allow states the right to steer funds away from abortion providers, if they choose.

The state Senate approved the bill Tuesday on a 32-15 vote, after it previously cleared the House of Delegates.

With Republicans holding 52-48 control of the Senate, the Collins and Murkowski defections could have derailed the bill because Sen.

Since inauguration, both houses of Congress have voted to annul thirteen Obama era regulations.

This will certainly be an interesting fight to watch, as President Trump has blamed the Freedom Caucus on Twitter for helping save Planned Parenthood by opposing the House's Obamacare replacement plan.

Title X money comes from the government to fund "family planning services", but technically not abortion. Richard Blumenthal, D-CT, blasted Republicans for their "unmitigated desire to cut women's access to healthcare" and for leaving the Senate chamber because they ran out of floor time.

The rule had been finalized in December by the Department of Health and Human Services. The tapes documented discussions of reimbursement to cover Planned Parenthood's costs, which is legal.

Republicans argue that getting rid of the regulation gives states more flexibility and pushes back against Obama-era regulatory overreach.

The legislation would allow states to block funding that's earmarked for family planning, and Collins explained that's why she opposes it: "It's important to recognize that there is already a bar against using federal funds for abortion and that bar stays in effect".
