This new feature functions similarly like "Facebook Live", which became available at the start of the year.

Like Instagram Stories, your live broadcasts will disappear after 24 hours. It also lets users browse for Live videos happening at this very moment as selected by Instagram algorithmically.

However, the biggest feature that sets Instagram Live apart from the other apps is that once the host is finished broadcasting live, the video will not be available to watch or share again. Tap that and you'll start streaming.
