Uttarakhand issue rocks RS for 2nd day, adjourned till 1235 hrs

Rajya Sabha continued to witness disruptions by opposition on second day in succession on issue of imposition of President's rule in Uttarakhand.

Yet, from the first day of the post-recess session it was clear that the legislative business of the Government could end up being a major casualty of the stand-off over Uttarakhand.

BJP will target the Congress especially former finance minister P Chidambaram on issues of Ishrat Jahan affidavit, and Aircel Maxis deal in the parliament. Mr. Kharge demanded the Speaker to allow a discussion on the matter to which she said they have to give first notice on the issue.

Congress strategists said the party is also pinning its hope on disqualification of the nine MLAs as it would facilitate the trust vote as ordered by the high court on April 29. The AgustaWestland issue was also taken up and the new revelations, he said, had exposed Congress and proved that it was all about scams. "There is no procedure of having pre-proclamation discussion", he said.

"But the question is if somebody wants to discuss an issue (Ishrat Jahan) which is before the Supreme Court; the procedure, the rules and regulation, the Speaker seems to have made very clear".

"Even otherwise the house will take up for discussion on the proclamation of President's Rule".

Responding to the opposition's allegation on the saffron party for the Uttarakhand crisis, Home Minister Rajnath Singh blamed it on Congress. "We have nothing to do with it, crisis in Uttarakhand is due to Congress's internal problem", Singh said in the Lok Sabha.

Clippers down Blazers 115-95 with 3 double-doubles in Game 1
Of course, as Clippers point guard Chris Paul noted Friday, it's not like the Trail Blazers had much of a choice. He shot a mere 32.4 percent from the field and 35.5 percent from deep, both well below his season averages.

Bahujan Samaj Party (BSP) chief Mayawati demanded a discussion on Article 356, which confers power upon the Centre to impose President's Rule in case of failure of constitutional machinery in state, saying it is being widely misused by various governments at the Centre. "Apply your own precedents", he said.

The resolution seeks to "deplore" the "destabilisation" of the democratically elected government in Uttarakhand and "disapprove" the "unjustified" imposition of President's Rule there under Article 356 of the Constitution.

Azad said "a bad practice" was being set by questioning the ruling of the Speaker and imposing President's Rule.

"NPAs is big issue and if the issue of Vijay Mallya comes up we will certainly have a discussion".

Slogans such as "Manmani nahi chalegi" and "Loktantra ki Hatya", denouncing the NDA government over their actions in the hill state, were also chanted by the leaders.

"The Presiding Officer of the House will take a call on when to discuss it. Why such noisy scenes are being created?"
