Senate approves wide-ranging energy bill

Federal energy research could get a financial shot in the arm under a bipartisan energy bill, passed by the U.S. Senate today on an 85 to 12 vote, which calls for hefty budget increases for science. The bill contains provisions that would catalyze much-needed improvements to the USA electric infrastructure, including transmission, distribution, and energy storage systems.

Murkowski, speaking during a press conference following the bill's passage, told reporters she expected a formal conference to occur to work out the differences between the House's version (H.R. 8), which was approved in December despite objections from congressional Democrats and a White House veto threat.

Sen. Lisa Murkowski, R-Alaska: She's for oil drilling and the Keystone XL pipeline. Sen.

Sens. Debbie Stabenow and Gary Peters dropped the Flint provision last week after a months-long standoff with Sen. The two laws aimed to boost US energy independence by cutting reliance on imported oil, boosting fuel economy standards for cars and imposing a mandate for ethanol in gasoline. Hydraulic fracturing, also known as fracking, involves injecting water mixed with sand and chemicals into underground rock formations, allowing oil and gas to flow. By emphasizing energy efficiency through revised building codes, providing incentives for reduced energy use in commercial buildings, and investing in technology that does not contribute carbon to the atmosphere, the bill indirectly shifts the country in the right direction with respect to climate change. On Tuesday, more than 75 organizations sent a letter to the bill co-sponsors, Sen. Updating these policies helps to support new technologies and innovations that lower energy bills, diversify our options, and ensure a stable and reliable network.

Murkowski held court on the Senate floor Wednesday morning, monitoring "aye" votes from such diverse characters as Sen.

Senator Barrasso originally introduced the Indian Tribal Energy Development and Self-Determination Act Amendments in 2011.

"This legislation represents a growing, bipartisan commitment from Congressional leaders to expand domestic LNG exports so that we can boost our global competitiveness and strengthen our energy security", said Andrew Ware, a spokesman for Our Energy Moment, a group that has lobbied for expanded LNG exports.

Despite the overwhelming vote, the Senate bill drew opposition across the political spectrum. "It will also repeal a ban on fossil fuel generated energy at federal buildings created by Section 433 of the 2007 energy bill, replacing that section with widely supported fuel-neutral energy efficiency policies for new and renovated federal buildings".

Rep. Fred Upton, R-Mich., chairman of the House energy panel, also was optimistic. I will continue to reach across the aisle to pass more common-sense energy efficiency bills because it's good for our economy and it's good for our environment.

Last week, for example, appropriations panels in both houses of Congress approved spending bills that would give DOE's Office of Science just a 0.9% increase next year, to $5.4 billion; that is less than what the Senate authorizing bill envisions.
