The North Carolina State Legislature met for a special session Thursday to finalize a redistricting plan that could mean major changes to who represents you in Congress.

Each chamber is expected Friday to approve the measure the other passed the day before along mostly party lines, including among Western North Carolina representatives. The 12th District, for example, long derided by critics because it stretches athwart Interstate 85 from Charlotte to the Triad, would be encompassed by Mecklenburg County.

Pittenger's district now includes southern portions of Charlotte and snakes northwest, covering parts of Gaston, Lincoln and Iredell counties.

While the state still maintains that the current map is constitutional and hopes the U.S. Supreme Court will still issue a stay, lawmakers say this bill is a necessary component to the contingency plans. "People are going to be largely drawn by the presidential primaries", he says. "I'll enjoy getting to know the folks back east the same as when I ran for lieutenant governor".

Because of the tentative nature of the district proposal, Jon Myers, chairman of the Davidson County Board of Elections, was hesitant to put a timetable on a separate congressional filing period and primary. The new date would accommodate newly formed districts.

The proposed plan would shift most or all of Woodfin from the 10th District to the 11th, plus at least two North Asheville precincts, one around Beaver Lake, the other straddling Merrimon Avenue for a few blocks north of Edgewood Road and also taking in part of Town Mountain to the east. For U.S. Representative George Holding, the current incumbent of the 13th, he will face the same dilemma that U.S. Representative Alma Adams will face: learning about a new district and introducing themselves to a whole new set of constituents and voters. The new map places the district completely in Mecklenburg County, with southeast region around Matthews and Mint Hill being in the 9th District.

A proposed amendment Thursday moved Congressman Mark Walker out of the 13th District and back to the 6th.

The 1st Congressional District would no longer take in all or part of 24 counties. Out of 13 representatives to the U.S. House of Representatives, 10 are Republican.

Republicans in the legislature stressed that they were not factoring in race, but they did admit to trying to maximize their partisan advantage.

The provision could benefit any legislators who want to run in the new 12 District (Mecklenburg County) or the new 13 District (Greensboro to Statesville), where the current incumbent doesn't live in the district.
